論文では、雇用を生み出してるのは、実は、創業10年未満の若い企業（と外資系企業）であり、また活発な雇用を創り出しているのは、従業員5人未満の零細企業と、500～1,000人規模の中堅企業であるということが明らかにされている。
大企業や社齢が高い大企業は、雇用を生み出していない。海外移転や国内子会社への雇用移転などもあり、ここ数年、雇用を生み出すどころかむしろ比率としては喪失させてきていたという実態が報告されていた。
